ESF GmbH is committed to truth. This is especially important in times when truth untruly tends to be considered as a "private opinion". Truth has one solid basis in the natural sciences. It has an other equally important solid basis in the revealed religion and in related philosophy. Each basis will finally lead to the "same" and only truth. Thus please do not expect that ESF GmbH, acting as a consultant, will accept to claim untruth or misapprehension, just because a customer would like to have it. As humans never are perfect, we also stick to the rule, to correct errors we made.

Sincerely
Dr. Hans-Joachim Fischer

  • Summary of activities

Coopearative Vehicle Infrastructure Systems Europa

CVIS is a validation project conducted within the 6th EU Framework Programme, both working on basic technologies for communications related to the CALM standardisation, and on applications using the communications means.

An important class of applications are being developed for road safety. The C2C-CC is engaged in this development.

Communications Access for Land Mobiles

CALM is a standardization project. Responsible for the set of CALM standards is ISO TC204 WG16.

At a very early stage, ESF GmbH organised the First European CALM Conference held at Castle Reisensburg, a conference facility of the University of Ulm. ITS organizations from Asia, Europe and USA were present and contributed to the success of CALM.

The project CVIS, a large cross-border field trial, being prepared under the lead of ERTICO, has started within the 6th Framework Programme of the European Commission. On the one hand side it is, beyond other tasks, validating the set of CALM standard, and on the other hand side, CVIS is providing significant feedback to CALM in order to improve or finalize the standards.

Further related important research projects, beyond others, are:

  • SAFESPOT
  • COOPERS
  • SISTER

ESF GmbH is actively contributing to CALM. Dr. Fischer is editor of four CALM standards, i.e.:

  • ISO 21215 Microwave Medium at 5 GHz
  • ISO 21218 Medium Access Points
  • ISO 24102 ITS station management
  • ISO 29281 Non-IP networking (Suite of CALM FAST services)
  • New work item Integration of WAVE in CALM
  • New work item Integration of GeoNet results in CALM
  • New work item Handover architecture

Dr. Fischer also was co-editor of ISO 24102 CALM Infra-Red and ISO 21217 CALM Architecture.

Intelligen Transport Systems

Standardisation activities such as conducted within the project CALM at ISO TC204 WG16 are also considered at other organisation, e.g. at IEEE (802.11p and 1609), at ETSI TC ITS, and in a joint approach at CEN TC278 WG16 / ISO TC204 WG18. Please visit our portal on ITS Standardization.

Standards

Actually there is a partial overlap of work items which bears the risk to result in competing, non-compliant standards.

A joint effort is aiming on a harmonized set of standards. IETF is contributing with respect of mobile IPv6. The set of CALM standards already was successfully implemented and validated in the CVIS project.

In case you want to contribute to this joint effort, please do not hesitate to contact info (at) fischer-tech.info.

Dedicated Short Range Communications Europa

DSRC is a standardization project. Responsible for the set of basic DSRC standards

  • EN 12253 DSRC Physical Layer
  • EN 12795 DSRC Data Link Layer
  • EN 12834 DSRC Application Layer
  • EN 13372 DSRC Profiles

was CEN TC278 WG9.

ETSI provided standards for conformance testing:

  • EN 300 674 Part 1: General characteristics and test methods for Road Side Units (RSU) and On-Board Units (OBU)
  • EN 300 674 Part 2: Harmonized EN under 3.2 of the R&TTE Directive; Sub-part 1: Requirements for the RSU
  • EN 300 674 Part 2: Harmonized EN under 3.2 of the R&TTE Directive; Sub-part 2: Requirements for the OBU

Thiese harmonized standards are registered in the official list of harmonized standards of the European Commission.

  • TS 102 486: Intelligent Transport Systems(ITS); Road Transport and Traffic Telematics (RTTT); Test specifications for Dedicated Short Range Communication (DSRC) transmission equipment;
    Part 1: DSRC data link layer: medium access and logical link control;
        Sub-Part 1:
Protocol Implementation Conformance Statement (PICS) proforma specification
Sub-Part 2: Test Suite Structure and Test Purposes (TSS&TP)
Sub-Part 3: Abstract Test Suite (ATS) and partial PIXIT proforma
    Part 2: DSRC application layer;
Sub-Part 1: Protocol Implementation Conformance Statement (PICS) proforma specification
Sub-Part 2: Test Suite Structure and Test Purposes (TSS&TP)
Sub-Part 3: Abstract Test Suite (ATS) and partial PIXIT proforma

ESF GmbH was involved in the development of all parts of these DSRC base / profile / test standards, partly as member of a CEN project team or as member of an ETSI STF (Specialist Task Force).

The process continues at CEN TC278 WG1 - WG on Electronic Fee Collection (EFC) in order to develop standards as the technical interoperable basis for the European Electronic Toll Service (EETS).

Electronic Fee Collection

EFC mainly is an implementation project, as almost all standards urgently needed are already available.

ESF GmbH was and still is involved in several real EFC implementations in Europe.

The urgent task now is to serve Europe in a user-friendly, cost-effective, reliable way to achieve interoperable cross-border EFC. The basic well-proven core technology is DSRC. New technologies such as GNSS/CN, Video/OCR recognition, etc. may be used in addition to the pan-European mandatory core technology where reasonably being applicable. It has to be considered, that most vehicles in Europe are in private usage (cars, motorcycles), thus expensive technology like complex navigation technology is not acceptable at all, especially for those countries that still suffer from low economy. "Cheap" implementations of navigation technology suffer from somewhat low performance. Considering the competition between DSRC and GNSS/CN it is easyly being calculated that in case of enforcement to be implemented for EFC systems - which is not only reasonable but urgently required -, DSRC systems are cheaper to be implemented and operated than GNSS/CN sytems. The main cost in a DSRC EFC system is the cost of enforcement. The effort for enforcement is the same for DSRC and GNSS/CN.

The Europe Commission together with CEN TC278 WG1 now are working towards a harmonized European Electronic Toll Service (EETS) considering

  • the well established CEN DSRC technology
  • GNSS/CN as currently being in use in Germany
  • the Italian Telepass technology, which is similar to CEN DSRC.

Such a harmonized service beneficially can be implemented on a CALM in-vehicle platform. This allows to reduce significantly the price of equipment related to EFC, and at the same time providing added-value services in the car.

General Purpose Interface Bus

This is a hardware and software development project of ESF GmbH in cooperation with IEB GmbH.

The universal interface GPIB-A1 together with a dual stepper drive module is in successful operation at NARDA Safety Test Solutions GmbH in several RF measurement set-ups including anechoic chambers with very high field strength. The stepper drives control position and movement of antennas.

Stepper drive

This is a useful device for physical layer measurements of any radio equipment. The basic interface provides digital I/O lines at TTL levels. Please check the manual.

Control of the GPIB instruments is done via the Agilent VEE software. ESF GmbH is a registered VEE developer using VEE 6 and VEE 7.

Please contact info (at) fischer-tech.info for further details.
